Is there a meaningful choice about cookies and tracking before data is collected?
A preference centre with no banner in front of it, outside Quebec. Nothing appears on a first load, and clearing cookies and reloading does not produce one either. Indigo’s public OneTrust configuration has exactly two rules: a “Quebec Law 25 Audience”, which shows the banner, and a “Global Audience” covering everyone else including the rest of Canada, which does not. The machinery is there for all of it: a “Privacy Preferences” link in the footer opens a consent panel with working Accept and Save controls. It is a real mechanism, clearly labelled, and outside Quebec a visitor is never told it exists. Forty-nine cookies are set on arrival, seven of them belonging to advertising networks.

An address, and nothing self-serve. privacy@indigo.ca is named in the policy. There is no request form and no deletion route a person can complete themselves without writing to someone and waiting.
Find the support page. How many clicks, and is there a way to speak to a human?
A 24/7 chat, one click from the footer. “Get Help” opens a customer service centre offering chat around the clock. It is the only channel: no phone number and no support address is published anywhere on it.

Indigo has built a consent mechanism and then hidden it, which is a strange place to end up. The preference centre in the footer is genuine and clearly labelled, and because nothing announces it, forty-nine cookies are set before a visitor has any reason to know there was a choice. Moving the same panel to a banner would cost Indigo nothing and would move this score two points.
