Two clicks, and the second one is a download. The footer link “Privacy” opens a Commitment to privacy page, and the policy itself is “Download the Privacy Policy”, a six-page PDF. The page around it is a summary with an FAQ and a companion explainer, which is helpful, but the operative document is a file.

Is there a meaningful choice about cookies and tracking before data is collected?

A button against a text link. “Accept all cookies” is a rounded white button; “Cookie settings” beside it is plain text, and an × closes the notice. The choice is there and the settings are honestly labelled, but the two options are not built to be weighed against each other. Google Analytics and Adobe Target are already running before any of it is answered.

An address, clearly placed. privacy@bell.ca sits on the Commitment to privacy page, one click from the footer, which is as findable as a privacy contact gets. There is no self-serve request form and no online route to your own information; the policy explains when access can be refused rather than how to ask for it.

Find the support page. How many clicks, and is there a way to speak to a human?

A human in one click, with a page full of numbers. “Contact us” from the homepage footer reaches a support page listing more than a dozen lines by service, including 1 800 667-0123, alongside chat. No login.

Bell scores exactly what the Canadian banks score, and it gets there the same way: reach the company easily, act on your own data not at all. What separates it is the document. A telecom that will publish fifteen phone numbers on one page still hands you a PDF when you ask what it knows about you, and splits the answer across a file and a web page that each say part of it.
